PROFESSIONAL LAND SURVEYING SERVICES

INVITATION TO SUBMIT PROPOSALS

 

The Sussex County Municipal Utilities Authority (“SCMUA”) is requesting proposals for Professional Land Surveying Services for the SCMUA’s existing and proposed Solid Waste and Wastewater Facilities for the period of 2010-2011.

 

The Professional Land Surveying Services sought include the following enumerated work tasks and responsibilities as stated below.  Proposals shall include relevant individual and, if applicable, corporate team qualifications and experience involving projects/services of similar detail, nature and scope, together with sufficient information and data so as to allow SCMUA to evaluate the responder’s professional background, abilities, credentials and experience (“Proposal”). 

 

Work Tasks & Responsibilities

 

The professional surveyors shall take direction from the SCMUA Administrator, SCMUA Chief Engineer, or designated representative.  Work may be performed at various sites and locations throughout Sussex County, including (but not limited to):  SCMUA Administration Building and Solid Waste Facilities, 34 South Route 94, Lafayette, NJ; SCMUA Upper Wallkill Water Pollution Control Facility, 3500 Route 94, Hardyston Twp., NJ; SCMUA Hampton Commons Sewage Treatment Plant, 50 Oriole Terrace, Hampton Twp., NJ; Survey Services may also be required for the SCMUA proposed Paulinskill Wastewater Conveyance and Treatment Project located in Branchville Borough and Frankford Township.

 

Work tasks may include any or all of the following professional surveying services: construction survey (locations, stake-outs, etc.); quality control survey work (locations, grade, etc.); property boundary surveys (including metes and bounds, mapping, installation of monuments, etc.); and easement work (including descriptions and mapping, etc.).

 

A statement of qualifications for surveying services is to be provided in conformance with the following:

 

a.                   Experience Qualifications

Surveyor shall demonstrate experience with providing surveying services relative to the design, construction, and operation of solid waste and wastewater utility systems, including demonstrated responsiveness, ability to meet schedules and technical requirements.  Surveyor is to be able to work in a local system or NJ State Plane Coordinate System in order to provide data that can be easily integrated with other data and used by SCMUA and its Engineers.  Resumés for key personnel shall be provided.  A qualified Project Manager shall be designated as responsible to coordinate all surveying services with the SCMUA.


 

b.                  Equipment Qualifications

Surveyor shall demonstrate the capabilities to provide a minimum of two crews and equipped vehicles to allow for responsiveness and back-up in case of equipment repair, vacations, etc.  This is especially important for construction survey and QC survey work.  SCMUA or its representatives typically communicate an estimated project schedule 1-2 wks in advance;  with the exact date for survey work confirmed later, as little as 24 hours in advance.  Recommended equipment includes:

 

                          Four-wheel or AWD vehicles capable of light off-road use.

                       

                          Survey-grade total stations with electronic data collector, including copy of calibration reports as submitted to Weights & Measures for the current year and prior year.

                                               

                                                  At least three (3) Global Positioning System (GPS) units.  The minimum standard is GPS with dual-frequency, post-process capabilities.  The preferred standard would be equipment which also has Real Time Kinematic (RTK) GPD functionality, or GLONAS-enabled RTK GPS, or equivalent technology.  Please indicate which equipment shall apply to survey work.

 

                                                  First or second order level, preferably a digital level.

 

                                                  Drafting to be provided in AutoCAD 2009 or later, with the ability to work in pre-defined CAD standards if needed, and the ability to share or provide data in electronic format.

 

c.                   Rates

Each proposal shall include a rate schedule effective upon contract execution in 2010 through the end of calendar year 2011, with hourly, ½ day and full day rates for office and field work (time on site).  Services will be compensated on a time and materials basis.  Unless very small in scope and detail, most construction and quality control survey work will be subject to ½ or full day minimum rates (time on site).  Unless otherwise directed for a specific work task, minimum rates for field work shall include ancillary effort in the office to set-up, process and electronically deliver collected data in “point” format.  Additional charges (with prior SCMUA approval) would be allowed if drafting is required.  Proposal should identify any and all extra charges for materials or expenses which may be applicable, and should specify/qualify if rates vary between type of crew (e.g. one-person with robotic instrument, or two-person crew).  Rates for major work scope tasks including but not limited to boundary survey work, preparation of easement or property descriptions, and easement/property mapping may be subject to separate cost proposals, with task cost ceiling based upon submitted rate schedule and estimate of man-hours or crew-basis and agreed by survey project manager).


d.         Insurance

Proposal shall include proof of insurance coverage in the following types and amounts (certificate to be provided with SCMUA named as additional insured):

 

       General Liability:    $1,000,000 per occurrence/$2,000,000 aggregate

                               Workers Compensation:    $1,000,000

                               Automobile Liability:          $1,000,000

                               Professional Liability:         $1,000,000

 

Proposals are being solicited through a fair and open process in accordance with N.J.S.A. 19:44A-20.4, et seq.  A valid NJ Business Registration Certificate must be submitted with the response along with any other required registrations and/or certificates, including Pay-to-Play forms and certifications as may be required.  The successful person or entity is responsible for acquiring and submitting all necessary documents, certificates and registrations at their own expense.

 

The Professionals are being selected by the SCMUA based on an evaluation of the most advantageous proposal to the requested scope of work, and other factors. Only proposals from N.J. Licensed Professional Surveyors and/or Engineering Firms shall be considered for contract award. Proposals will be evaluated in accordance with New Jersey Law on the basis of the following criteria:

 

 

1.                  Knowledge, skills and abilities regarding the subject matter of each enumerated work tasks, including demonstrated and proven experience and familiarity in providing professional services to a New Jersey Municipal Utilities Authority related thereto.

 

2.                  Professional qualifications, availability, knowledge, skills, abilities and experience of each surveyor and proposed Project Manager with regards to familiarity and experience with general survey services necessary for successful completion of work tasks, and any other applicable. 

 

3.                  Understanding of the scope of work along with a good technical approach.

 

4.                  Quality of services provided.

 

5.                  Hourly Rate Schedule and Proposed Costs, where appropriate.

 

6.                  Ability to meet prescribed budgets.

 

7.                  Ability to meet prescribed schedules and project deadlines.

 

8.                  Ability to work well with SCMUA, staff and professionals.

 

9.                  Such other factors demonstrated to be in the best interest of the SCMUA.

 

10.              General Reputation/References.

 

 

The Board of Commissioners will consider award of contracts and/or procurement of services based on criteria listed above.  The SCMUA reserves the right to award Contract(s) to multiple firms if it is deemed to be in SCMUA’s best interests.
